It's been a long, cold winter, and now the guy who's supposed to be the "winter shogun" is back in the classroom. He's got a reputation for being a cold-hearted jerk, but he's also got a job lined up for him in the governor's office. The guy's worried that he'll lose his job if he doesn't show up to work, but the guy says that's because the weather's getting worse. He also says that the hot-toilet industries have been hit hard by the cold, so he'd like to resign as the winter-shogun. The dude's not worried about the governor, but about his job. He says that if he does resign, it'll be because he wants to go back to school. He asks the teacher to carry the guy to the classroom, and the teacher says that it's a good idea, since the guy is a "very highly-ranked" guy. The teacher tells the guy not to tell anyone that the weather is getting worse, but to tell everyone that the guy has been weakened by the winter. The narrator says that this is a good time to remind the guy that the winter isn't really cold at all, but that it has been "weakened" because of the weather. He tells the narrator to tell him that the reason for the winter's less cold is because the winter has weakened the guy, and that'll explain why the guy'll show up at the school in the first place. It'll also explain why he can't get a job in the Governor's Office, since there's no one to take care of him when he gets home. He then asks the narrator if he should call himself a "class
