This chapter's epigraph comes from a poem by the famous English poet William Butler Yeats. In the poem, he says, "I know what I'm doing / As long as it isn't of king level / I know how to do it." In other words, he's saying that he has enough time and material to make a great weapon out of nothing. He's got a great deal of time.
