In this chapter, we learn that Arthur is dressed in a new outfit, and that he's planning to use it to get his hands on Jane's book. He's so excited that he can't stop thinking about how awesome it will be to be able to wear a witch's clothes. He wants to get the book, and he wants to make sure that the people around him are attracted to him, so he can get them to buy him the book. The plan is to use the clothes to protect Arthur from the back wave of the mob, and then use the magic of the book to get Arthur to run away.
