The chapter opens with a flashback to a conversation between Hiroshi and Ishiguro, in which Hiroshi reveals that he is a member of the newly formed civic party. Hiroshi is surprised to learn that the party's leader, ishiyama, is not a member. He also learns that Ishiyama hates pretty women, and that she has left out the names of many of the members of the party. The chapter ends with a description of the bullet that Hiroshi has just fired.
