In this chapter, we learn that in order to be a great fighter, you need to have "robust muscles" . In other words, you have to be able to fight with the best of the best. This is why, in the previous chapters, we've learned that the best fighters in the world are those who are "strong with robust muscles." In this case, the best fighter in the whole world is none other than the guy who's been chosen by God to fight in the Tower of Babel. This guy is so strong, in fact, that he's so good at fighting that God has chosen him to be one of the test subjects for the upcoming ceremony honoring the god. The test subjects will be allowed to enter the tower, but only one at a time, so that each person will have a chance to prove his or her mettle. The guy who has the strongest muscles will be the one chosen to fight the god, and the guy with the weakest will be left behind to fight on the ground. The king and the chief argue over whether or not to continue with the test, but the king points out that the test is for only one person, and that the person chosen to be the test subject will be locked up in the tower for the rest of the year. The chief and the king argue about whether the test should be postponed, but they both agree that it's best to go ahead with it.
