Two years have passed since the end of the vampire-human war, and the two sides have agreed to create a "new era of peace" between them. The chancellor of Vadiart, a university in the east, is from the "lopest family," which means he's a member of the "new government." He's been popular with the girls at school, and he tells the story of how the chancellor has gotten engaged to a girl named Roxane. Roxane says she doesn't know why the chancellor's family is involved in the new government, but that she'll give him her blessing as long as the prince feels happy. She also says that she wants to come to the university to develop "the artificial blood" that can replace humans' blood.
