Act.29 opens with a promise from the prime minister that he will protect Japan from the enemy. The narrator tells us that the enemy is closing in on the city, and that he and the other survivors will have to use aether plus to keep them alive for ten hours. He says that the doctor left the formula in the prison cell because it was for his own "pur poses" . The prime minister, he says, "took an eternity" to finish his "home work" , and he's sorry that he didn't save the lives of the soldiers who were left behind in the battle. He promises to protect the city. He's back in the city and he wants to come home. He asks the men if they'll lend him their help, and they say yes. He tells them that they're going to have to lure the enemy into the city to buy some time.
