Act.23 opens with Dr. Pelius telling the assembled leaders that he is about to send a complete coppelon map of the world to a secure remote server. The file is large, and it will take some time to send the entire map. He says that he will give the first man in command of the relay the ability to push the switch, and he promises that the guard will return soon. He tells them that humanity has reached the end of its days in the world, and that he plans to build a new race of human beings, one that has been adapted to the polluted world. He promises that if they all work together, they will be able to fix the pollution one day, and they will go back to the way they were before. The others refuse to go to haneda with him, but he will save ibara and save his self. He instructs them to float a jump to the other side of the station, where he will use the power of the coppelons to save himself and ibara.
