The narrator and his companions arrive at the city of Tochigi, where they find that the buildings are in tatters and the streets are deserted. The narrator is amazed at the number of trees in the city, and wonders why the government hasn't planted more trees. He also sees a body lying on the ground, covered with bandages. The doctor, Dr. Shiba, appears, and the narrator follows him to the underground paradise of Mishima. He is glad to see that the narrator is in good spirits. He wonders if there are still people living in the town, and says that they will be flying to them later that night.
