In this short scene, Hirohito and the other members of the first division of the special forces meet with the prime minister in order to ask for a special-ops helicopter to take them to the Kibo-Toda conference in three days' time. The prime minister agrees to the request, but he is very angry with Ogai, who is in charge of the conference. The two men discuss the safety of the city, and Ogai's lack of concern for the people of Japan. Ogai is a patriot, they say, and he does not give a rat's-eye about the former capital. The men decide to go to the conference anyway, since they need to clean up the contamination in the city.
