This chapter's epigraph comes from a conversation between Cai Ming-liang and Cai Ling-liang, two demons who are in charge of the Tower of Sins. The two men are arguing about whether or not the humans should be allowed to occupy the tower again. The men argue about whether the tower belongs to any race or tribe. They argue that it belongs to the clan of the nocturnals, who hold the highest number of seats. The demons argue that they are willing to sacrifice five of their seats in exchange for the life of the brat. They say that if they lose five seats, they will immediately rob the four seats that humans hold. They further argue that if the humans lose four seats, then they will also lose four of their own kin. They then argue that the war between demons and nocturnals must be fought. They point out that their force is much stronger than the demons's, and that if a war should break out, they would both attack the sacred places of the other. They wonder why the two men were able to get into the tower.
