The chapter opens with a new member, Mr. ryan, who has just joined the Bureau of Everything. He's super excited to be a part of it, but he's also a little worried about what people will think of him when they find out that he came from the "noodle restaurant" of the "nanjing tower" . He says that he'll be able to change his appearance at any time, and that he hasn't found anyone yet who can do that. He also says that the "true gods" at the top of the world are pure spirits without a body of flesh, which explains why humans have been governed by the "bureau of everything" for so long. He then launches into a long speech about how he wants to be the first person in history to be recognized as a member of an "ace team" in his 100 years of service. He goes on to say that the last person to do this was the last supervisor, and he hopes that this will be the last time he has to do it. He adds that the mark of the bureau is a mark that all ability-users will recognize him as a "new member" of "an ace team," and that's why he wants everyone to take care of his tattoo. He doesn't want people to think that he insults the "mighty nanjing" , so he tells them not to worry about it, and then he says that ryan is dressed like a "roasted rooster" and is just trying to "get on your nerves" with his new job. He tells them to be careful, because the "boss of white cloud" is a dog.
