The Parsian army is preparing to attack the city of Ulrikh, which is under the control of the king's son, the prince. The parsian general tells the king that the king does not trust him, and that he is paralyzed by cowardice. The king says that he will give the ghulams, the peasants who live on the city's outskirts, only irrigation for the next five years, and they will be free to return to their homeland. The general says that the parsians will send war elephants to the city, too. He says that even if the prince were to join forces with them, he would be defeated by the king. The prime minister will be dragged away with him. He urges the king to take the prince with him, saying that he wishes to become his friend.
