The chapter opens with a discussion of the power of killing, which is inherent in all living beings. The only problem is that the power gets weaker as it moves further from the body. As time passes, people learn to use this power more casually. The chapter ends with an explanation of the concept of karma, or "the system of out-carrying" from one place to another. In other words, killing is a form of "mandatory karma" .
