He's the guy who created the game's most famous character, "ling ce," and he's one of the executive producers of the game. In other words, he was the one who wrote the rules for the game, and he was also the person who put the game together. We learn that the first place team in the first round of the competition defeated the second-place team in a special battle between wolves and sheep. The second place team earned 9900 torches, which is a lot of money for a game that's supposed to be played with only 49 torches. The thief is supposed to find the other team's key and use it to create a complete key for his team. This means that the thief will need to find his team-mate within an hour, plus he'll need three minutes to complete the process of creating the complete key. It's a little complicated, but it's worth it, because the thief can use the key fragments from other teams to form his own key. This way, he can get as much points as he likes, even if he doesn't have to use the stolen key fragments himself.
